Spring Has Sprung Finally on the Outer Cape

One of the sure signs of spring on the Outer Cape is town meeting. The three Outer Cape towns, Truro, Provincetown and Wellfleet (each of which has one of the harbors from which make up the 3 Harbors name) retain the traditional New England form of town meeting, where residents vote directly on articles covering town budgets, zoning regulations and planning policies. Provincetown usually goes first and town meetings there tend to be spirited multi-evening affairs where passions can run high. Truro and Wellfleet meetings, which can also be enlived by spirited debate, usually only last one night. 

The Truro meeting this year featured an article to replace the existing by-law, which restricts occupancy of most condominiums to nine months of the year, with a by-law allowing condo associations to apply for year-round occupancy permits. Proponents of the change argued that allowing year-round occupancy would increase housing options for those looking to buy and live in something more affordable than a single family house.  Opponents worried about potentially greater demand for Town services and more intense use of our fragile water system. The proposed by-law was defeated so, as before, most Truro condos have to be closed for the winter. 

Another sure sign of Spring is that the boards have come off the windows of cottages, houses and business all over town. Provincetown, especially, is full of the sound of nail guns and construction crews completing Springtime renovations and repairs after the ravages of winter. Additionally, phones are ringing in real estate offices all over the Outer Cape as the better weather is bringing out a rush of buyers who want to see properties that just a few weeks ago were still covered in snow!

Thanksgiving Musings

The Halloween hoopla has died down and we are entering the real quiet time on the Outer Cape.  The air is brisk, there are leaves everywhere and autumn's golden light is starting to take on the pale lemon hue of early winter.  In the woods, the leafless trees give a whole new meaning to "fifty shades of gray."  Nonetheless, there is life stirring all around.  There was a great article in Boston Globe on Sunday November 16 on the Outer Cape in Winter.  It is chock full of ideas on what to do and doesn't EVEN mention pre holiday and close out sales during Holly Folly in Provincetown, on going lectures and events at Preservation Hall in Wellfleet, including a winter farmers market, and a whole series of events for adults and kids at the Truro Public Library.  Though, Ptown is great anytime of year, the annual lighting of the Pilgrim Monument (this year on November 26 from 5-7) gets the holiday season off to a very festive start.  In fact, lots of holiday visitors make it a point of coming to the Outer Cape for special holiday times AFTER pursuing more traditional holiday events wherever they live.

On the Cusp of November

Halloween is pretty much the last big weekend before the winter here on the Outer Cape. It's always a fun time, with a variety of activities, from kids going house-to-house in Truro and Wellfleet to parties and shows in Provincetown. This time of year also brings the closing of seasonal condos in Truro. There is tremendous buzz right now about the iconic Days Cottages, which recently were listed for sale as condos by none other than 3Harbors Realty. Eight of twenty cottages have already been spoken for as of this writing.     Good Things in Truro - Some New, Some Not So New

    There're a couple of new businesses in North Truro on Highland Road: Salty Market now occupies the former Dutra's Market. The space and has been renewed and they offer a variety of excellent sandwiches, wines and small-batch production items, along with a good selection of groceries. A few doors down, past the ever-popular Village Café, you'll find Chequessett Chocolate. They feature beans-to-bars chocolate, sourced organically, roasted on-site and blended into delicious chocolate items.

    At Truro Vineyards, you can visit their brand-new distillery (only the second to open in the Commonwealth since Prohibition) where they are producing a delicious spiced rum called Twenty Boat Rum, dedicated to rum-runners on the Cape during Prohibition. The spice blend for the rum, incidentally, was made at Atlantic Spice Company, just down the road from the Vineyards, and always a great place to shop for spices, kitchen items and cookbooks.

    If you haven't been in a while, have dinner at Montano's Restaurant on Route 6. They feature home-made pasta in a variety of delicious preparations and a very nice selection of wines by the glass. You can also get Truro-raised chickens at Hillside Farms, along with their great selection of produce, for a great stay-at-home meal.

                      2013 Provincetown Real Estate Market Review

                      -  Single Family Homes: 51 Sales with an average sale price of $1,045,000 (compared to 53 sales in 2012/average sale price of $902,000)

                      -       -   Condominiums: 135 Sales with an average sales price of $454,000 (compared with 166 sales in 2012/average sale price of $420,000)

                      - Land: : 8 lots with an average sale price of $340,000 (compared with 3 sales in 2012/average sale price of $248,000)

                      The analysis from 3Harbors: The Provincetown real estate market continues to go from strength to strength with prices increasing in all sectors, particularly single family homes.  The decreases in the number of condo sales, while minor, is attributed to a lack of inventory. 

                      What's the Outlook for 2014? The Provincetown market has already more than made up for the losses that followed the recession and 2013 saw new landmark prices for properties in virtually every category.  The demand for single family homes is particularly strong, witnessed by the 15% jump in average sale price.  We have every reason to expect this trend to continue into 2014.

                              Single Family Homes: 52 Sales with an average sale price of $620,000 (compared to 54 sales in 2012/average sale price of $698,000)

                              -        Condominiums: 22 Sales with an average sales price of $254,193 (compared with 29 sales in 2012/average sale price of $231,000)

                               Land: 11 lots with an average sale price of $474,000 (compared with 13 sales in 2012/average sale price of $215,000)

                              The analysis from 3Harbors: The Truro real estate market continues to improve, with prices only adjusting slightly for condos and single family homes over the past two years.  The big uptick in land sale averages is attributed to a number of higher end sales which were absent in prior years.  Note that there were only 33 home sales in Truro in 2011. 

                              What's the Outlook for 2014? The inventory of homes for sale in Truro is tight, with only 52 homes on the market.  This, coupled with a robust and, some would say, fervent, Provincetown real estate market points to the potential for price increases in the months to come.

                                  The analysis from 3Harbors: The Wellfleet real estate market continues to improve, with prices only adjusting slightly for condos, land parcels and single family homes over the past two years.  Note that there were only 47 home sales in Wellfleet in 2011. 

                                  What's the Outlook for 2014? The inventory of homes for sale in Wellfleet is tight, with only 59 homes on the market.  If Truro real estate prices improve as we believe they will, Wellfleet home prices should follow suit in short order.

                                    Although I've been fishing most of my life, I really do not consider myself an "accomplished" fisherman.  I grew up in New York City where the fish were few and, even then, one didn't dare eat what they caught.  Having lived in Wellfleet over the past 20+ years, I have been able to learn a few things from "locals" who consider fishing a career, and work a past time. 

                                    Wellfleet is surrounded by ocean and bay water - both breeding grounds for fish of all kinds, but especially stripers.  If you decide that you want to go after one of these great eating species.  Here are some ideas on where to begin.

                                    First, if you are here in the spring or fall, walk the ocean shoreline with light tackle. Stick to the Oceanside unless you have access to a boat.  I'd say you need no more than 12 lb test line on light spinning gear and fanny pack to carry extras - leaders, tackle, maybe a pair of pliers.  I see so many summer folks out on the beach with extra "stout" gear (30+ lb test and 12 foot poles) and they get exhausted lugging all of that equipment around.  So if you are "throwing" tackle and not bottom fishing, then light tackle allows you to throw to spots and walk around without getting tired.  I tend to be an "active" fisherman - by that I mean I like to get my walking in at the same time I am fishing.  So I throw, work the bait in the surf, and then walk a bit.  Generally speaking, fish will hit your bait (lure) within 25 feet of the surf line, even closer as you get to the ridge line of sand and pebbles.  They love to cruise in and out of that area looking for smaller bait fish.  Besides, that close in, they are somewhat protected from the seals that have recently over wintered here in great numbers.  But that is the subject of another post - Seals - Can't live With Them, but Can Live Without Them. 

                                    When I am throwing lures, my personal favorite is to use the rubber variety - Slug-Go is great, but there are so many others on the market now.  They are carried everywhere  and you shouldn't pay more than $10 for a package of 5.  I like them because they are cheap and effective - if I lose one to a fish - then it's not like losing a $15 painted lure.

                                    Color does make a difference and I generally use something in a light brown (Shad), with a light underside (ventral) color.  You may have to attach the rubber worm to some of the lead/hook variety (jigs), depending upon the amount of wind and the distance that you hope to carry.  I generally like to carry several jigs, starting at ½ oz and then in increments of .5 oz, right up to 2 oz.  Since each cast is different you might want to play with the weight you are using to get the bait (lure) down further into the surf - but do not over do.  Stay as light as you can.

                                    The two factors working against you will be (besides the seal population!) the wind and the current.  Adjust your jigs accordingly.  Always fish the incoming tide.  That's not to say that you won't catch fish during the other times, but to give yourself the best opportunity fish incoming - start about 45 minutes before high tide and fish through it.  Tide charts are found everywhere on Cape Cod and especially in the local newspapers.

                                    Once the cast is complete, allow the jig/worm to settle to the bottom.  Then in a medium reel speed, start reeling.  Stop every 3rd turn or so to twitch the rod head and make the lure speed up and then start to sink.  Generally speaking the fish will strike as the jig starts to sink.  As you get closer to the shore line - do not give up.  This area is prime for feeding fish.  Dangle the lure like you are playing with a cat and string.  Then move on unless you get a strike.  If you do get a strike, go right back to the same spot and do it all over again.

                                    Last bit of advice for this posting - Be Prepared!  There are several varieties of fish out there when the weather warms and they become very active.  Notice I have not asked you to use a leader to connect the Slug-Go to the line.  Stripers can be very finicky and leaders can spook them.  You can use a "shock leader" - basically a leader made out of mono-filament line of higher strength - but I suggest a direct tie for the best "feel". The "Be Prepared" part of this has to do with Bluefish - the other competing species relatively abundant during the warmer weather.  Even a smaller Blue is likely to give you a heck of fight in the surf and current, with light gear.  As with any fish, just let them play out and get tired.  Then once you have them close to the surf line, on the next wave don't reel them in, just back up with the wave coming on shore.  So many fish are lost right at the surf line because fishermen want to pull them up using the pole.  Back up with the next wave, and you'll be happy with the results.  Also, part of being prepared - once your fish is flopping around on the shore, keep an eye out for Seals.  They will come out of the water to take fish.  If that happens to you, let them have it.  The National Seashore takes a dim view of humans coming in contact with sea mammals, so back off.
